TWENTYNINE PALMS CITY COUNCIL MET LAST NIGHT

The Twentynine Palms City Council pondered the west Mojave route plan, heard another installment in the budgeting process, considered a potential breach in checks and balances, and tweaked a parking ordinance at its meeting last night. Reporter Dan Stork has detailsā€¦

A BLM representative explained that the west Mojave route network (and grazing rules) is being reviewed because a court ruled in 2009 that the 2006 plan violated environmental laws on selected topics. After hearing objections to the BLMā€™s favored alternative, which identifies 10,000 miles of roads as accepted routes in the 9-million acre region, and which opens the most amount of roads to the public of any alternative, the Council endorsed that alternative. The vote was 4-1, Cora Heiser dissenting, objecting to any closure of roads to the public.

City Manager Frank Luckino described how special funds will be applied in the city budget of the coming fiscal year. He cautioned that reserve policies should be reviewed.

Cora Heiser pulled the designation of City Manager Luckino as the city treasurer from the consent agenda, questioning a threat to checks and balances in administration of funds. After Luckino said that auditors would require strict procedures to be followed to prevent improper actions, Heiser joined her colleagues in a unanimous approval of the appointment.

Departing Planning Commissioners Cary Alderson and Bill Easter were given plaques in recognition of their respective six and 10 years of service on that body.

Although Development Director Jim Hamilton emphasized that the revision of the commercial vehicle parking ordinance under discussion was intended only to correct a ā€œclerical errorā€ made in 2005, there was public objection to having any restrictions on ā€œthe stuff you can put on your stuff.ā€ Council approved the technical change requested by staff, and agreed to consider the larger issue at a later date.
