FORMER COUNSEL FOR TWENTYNINE PALMS TRIBE SENTENCED IN KICKBACK SCAM

Edward “Gary” Kovall, the former general counsel for the Twenty-Nine Palms Band of Mission Indians, was sentenced February 24 to two years in federal prison for conspiracy to commit bribery in a construction kickbacks scheme, according to the tribe. Kovall represented the tribe that operates Tortoise Rock Casino in Twentynine Palms and Spotlight 29 Casino in Coachella for many years. He will spend another three years in supervised release after he completes the prison sentence. Kovall was one of four defendants in the case. David Alan Heslop, sentenced last year to 21 months for paying hundreds of thousands of dollars in bribe money to Kovall, Anne Shambaugh, Koval’s girlfriend at the time, now his wife, and Paul Bardos, a Rancho Cucamonga general contractor.
